Bhubaneswar: In the second day of the 60th Senior Police officers’ Conference, 2018 held at Police Bhawan here on Wednesday, Odisha’s Director General of Police (DGP) Dr. Rajendra Prasad Sharma said that crime control measures and improving the rate of conviction are the main focus for the Odisha Police. By doing this, the crime rate can be reduced in each police station.
The conference had a thread-bare discussion on various subjects related to crime control in state.
ADG Crime Branch Santosh Kumar Upadhaya spoke on ‘Crime Control measures and improving rate of conviction’. The other members of the group were IGP Asit Kumar Panigrahi, DIGP AN Sinha, SP Malkangiri KV Singh and SP Cuttack Madhab Chandra Sahoo also participated on the subject.
There was detailed discussion on the issues like crime-control measures, enhancement of conviction rate in the State, quality investigation, prosecution and trial, Red-Flag cases, use of technology in investigation and engagement of Legal Advisers in the Districts.
Sunil Roy, Director Intelligence headed the Working Group ‘Critical Incident Management:Case studies’. Mahendra Pratap, ADGP, RP Koche, IGP, RK Sharma, IGP, G Upadhayay, DIGP, Akhileswar Singh, DCP Cuttack, Brijesh Kumar Rai, SP Angul and K Siva Subramani, SP Bolangir participated along with Shri Roy.
During critical incident where the effectiveness of police response is likely to have a significant impact on the confidence of the victim, their family and community. Such critical incident management has been identified as a priority and police has statutory obligation to ensure that critical incidents are identified and managed effectively. The working group presented two case studies, one on communal riot and the other on extremist violence.
Sanjeeb Panda, IGP, SAP was the mentor of the working group ‘Deployment and Co-ordination issues in Special Armed Police’. The other members of the group were Awinash Kumar, Commandant, SN Jamadar, Commandant, Balakrishna Nanda, OAPS and Sanjaya Kumar Rout, DC spoke on the subject.
There are 22 Battalions under Special Armed Police (SAP) including 8 OSAP Bns, 9 IR Battalions and 5 SS Battalions. SAP has 17 units of ODRAF and 3 Companies of Swift Action Force. Several burning issues of SAP like capacity building of ODRAF, Swift Action Force, deployment of OISF, co-ordination between SPs and Commandants, standardisation of OSAP, IR and SS Battalions were the key points of discussion.
Besides the presentations by working groups. Dr. Sudhansu Sarangi, Director SCRB made a presentation on CCTNS Projects, Dr. Debasis Panigrahi, Director Vigilance made presentation on issues relating to Vigilance and Lalit Das, CMD Odisha Police Housing and Welfare Corporation also made presentation on his establishment.
